When coating an aged concrete floor, how should one determine the correct sequence of surface preparation among the options of pressure washing and grinding or other concrete removal and roughening methods?

Determining the onset of concrete failure and deterioration, the strength of the concrete, permeability, pH and RH are all factors, as well as contaminants in the floor . Consult SSPC -SP13 and SSPC-TU 10,  ICRI NO.310.1R and NO. 310.2 and  ACI 546R.
