We must clear up such matter in the pre-job meeting with the client's QC staff and the paint manufacturer's technical representative. Sometimes, poor project specification can lead to a big loss in the future, so if we found conflicting issues, then we must raise the inquiry in writing along with paint manufacturer's recommendations for the product requirements.

First, you have to determine if there is actually a conflict, or if they are merely different and both can be satisfied. For example, the data sheet may require an SSPC-SP 6 blast, while the specifications require an SSPC-SP 10. By blasting to SSPC- SP 10 (the higher standard) , you satisfy both the data sheet and specifications.
If there is a true conflict, bring it up for discussion before bidding, or at the pre-construction meeting.
However, in general, specifications rule over data sheets.
