What are the most effective procedures for protecting steel and adjacent concrete together?

If aesthetics are an issue, then you must address both of them differently, as they are two different substrates. Typically, an elastomeric joint is created between the two materials. Then, the coating system for the two substrates are extended into and under the joint area, and then the elastomeric joint compound is applied to the joint area. If aesthetics are less important, you can use a joint filler/backer rod, or something similar, install a cove, and apply an elastomer over the steel and concrete.

High ratio calcium sulfonate can protect both.  The coating is hydrophobic and dispels water.
