What are the common moisture tests for vertical, below-grade concrete structures scheduled to receive a high-build, protective lining system?

I think the question is relative to vertical concrete, and not too many people deal with this vertical test phenomenon. ASTM F1869 has its own problems dealing with horizontal concrete, and most of the meters are in the same boat. Note the referenced link ends in "flooring," and there is no installation to my knowledge for vertical flooring for a protective lining. The question might be rewrittten to separate the three elements (vertical, below grade, protective lining) and then seek some opinions while describing the make-up of the concrete vertical wall (?).
