How do you assess vertical concrete surface pH after surface preparation of existing concrete?

From Vaughn O'Dea of Tnemec Company, Inc. on January 1, 2015:
ASTM D 4262 and F 710 are commonly referenced as test methods throughout SSPC and NACE standards and practices. However, I don’t believe that either of these test methods offers appropriate procedures for vertical concrete surface pH measurements despite their widespread usage. I am certainly aware of instances where modified versions of ASTM D 4262 and F 710 have been attempted on vertical surfaces with varying results. (I’ve even recommended this practice myself.) Research on this topic has found that inconsistencies are likely due to an insufficient dilution ratio of cement-to-water, which effectively yielded the pH measurement of the water and not of the concrete, or visa versa. Instead, a mixture of cement dust and water should be measured as a solution using pH paper or pH meter.

From Denis Pazio of Euronavy, Inc. on December 30, 2014:
Use ASTM D-4262 Standard Test Method for pH of Chemically Cleaned or Etched Concrete Surfaces (pH Test Paper).

From Usman Qureshi of Kansai Paints Pakistan on December 1, 2014:
There are many ways to get the pH of the surface after surface preparation.  For reference, please look into SSPC and NACE surface testing methods. This testing can be conducted with a condom test, which is also knows as a sleeve test, or with through a bresle patch test. Please refer to the SSPC or NACE websites.
