What would be an optimal coating system, in terms of durability and productivity in field painting, for exposed structural steel on a stadium in a damp, cold environment?

Years ago, when we blasted and painted Quest Field in Seattle that sits right on the water front, we submitted a spec revision to  use a moisture-cured urethane and had great success with the application and no warranty issues.
