Removing Elastomeric coatings, and linings my best experience removing that is using a heather torch and scrape with putty knife.

From Dudley Primeaux of Primeaux Associates LLC on August 11, 2021:
If it is an elastomeric polyurea system, that has been properly applied to a properly prepared substrate, the best and fastest method of removal is via High Pressure Water Jetting. And depending upon applied film thickness of the polyurea, may require Ultra-High Pressure Water Jetting.

From Gordon Kuljian of GK Consulting LLC on August 10, 2021:
Hands down UHPWJ with rotating tip and cutting jewels. You will have to deal with the waste-water and waste coating. GK
