Ontario recently unveiled plans for legislation that open up the restrictive bidding process for municipal and public projects, which can only hire from particular union groups or contractors. Do you think this is a positive move?

It depends. If the purpose is to solely exclude equally competent, non-union and hence less expensive contractors with good safety records, then the move is definitely not good. The possibilities for crony capitalism with negative consequences to the taxpayer definitely exist under this proposal.

Raymond, I think you misunderstand. Right now, Municipal and Public projects can only hire from certain contractors or union groups. They are trying to eliminate the potential for crony capitalism and increase competition to get better prices for the taxpayer. I will say, though, they they need to maintain some form of vetting / per-qualification process to make sure they are getting contractors submitting bids that know what they are doing... I don't know that Billy-Bob's Concrete Repair would be the best choice for repairing a portion of the concrete surfaced Highway 401 (one of Canada's busiest highways).
