Are school districts, city and government agencies exempt from the 1% tax? If not, government is simply taxing government.

Handled correctly, this program could help to produce the next generation of entry level home buyers, continuing to stimulate construction and support housing values. The challenge, as always, is to hold down corruption and hold up basic construction quality.
