The government forces you, on certain contracts, to hire a certain percentage of minority/female subcontractors already, which has historically been the largest group likely to do this. Now they are going to force Prime Contractors to pay their workers when they decide not to. How can anyone accurately bid a contract when you will never know if your subs will pay their people and now, YOU end up on the hook. Seems to me that to offset the possibility, the bids are going to increase in cost across the board. Subcontractors should be held directly responsible for their OWN workers. If the Prime Contractor must be held accountable, then why hire a sub to begin with? This makes no sense to me.
