All of the above would be a start. Real 3rd and 4rth parties would take care of current Gerrymandering by default.

Its a system problem. The House represents the people, the Senate was to be appointed by and represent the states providing for professionals in governance. With the passage of the 17th amendment providing a popular election of senators, they now represent too large a populace for the senators to be swayed by the citizens. The subsequently large campaigns are funded by the political parties on national issues, making the senators beholden only to the party, whose actions represent neither the state or the people, but are made to help orchestrate the next election.

We need to clean house in Washington and get rid of all of the power brokers who have forgotten why they are there, which is to represent the will of the people they serve. Intead they serve the will of BIG MONEY which owns the politicians. Set term limits allowing them to be re-elected one time only. Ban special interest groups and lobbyists from having any contact with politicians. Require all legislators to live with the same healthcare programs, retirement benefits and other social programs that the rest of us are living with as a result of their actions. Demand a balanced budget. What business could continue to operate the way our government does? Unfortunately this will not happen unless there is a a revolt by the common folks because the politicians and those who control them don't want it changed. Face it, BIG MONEY rules the entire world. The rest of us are just along for the ride. They throw us a bone once in a while to keep us quiet but they will always keep the mules pulling the wagon while they ride on our backs.

It's simple really: just overturn the Citizens United supreme court ruling that erroneously equates speech with money!
