California legislators recently discussed banning new pipelines in state coastal waters, essentially preventing new offshore drilling in federal waters further out. Should states be able to control offshore development in this way?


No; if the federal government allows offshore development, states shouldn’t be able to block it on a technicality.
Yes; it’s the state’s right to determine what’s allowed in its waters, regardless of its effect on nearby federal waters.
