New reports indicate that the Federal Emergency Management Agency may not reimburse California fully for repairs to the Oroville Dam. Should FEMA step in to help?

No. A failure analysis showed that years of neglect on the part of the state led to the problems at the dam; that's not a natural disaster.
Yes. The problems came about due to heavy rains, and the state can't bear the costs of the disaster alone.
