A water tower construction project in Texas was recently put on hold after a single endangered toad was found at the jobsite. Are environmental rules like this going too far?

Yes. A single toad shouldn’t have such a detrimental effect on a crucial infrastructure project.
No. It’s important to preserve endangered species, and we can adjust our projects if it means keeping the ecosystem intact.
