In recent months, the Occupational Safety and Health Administration has delayed or proposed changes to several rules that were promulgated under the Obama administration. Is this good or bad news?

Good. Some of these new regulations were overreaching and unnecessarily burdensome, and needed to be reexamined.
Bad. Safety regulations exist to protect people, and rolling back rules that were years in the making will only harm workers.
Other (please explain in the comments section).
