What should a builder do if he or she encounters design or specification issues that may affect a building’s integrity or performance?

If the issue could affect safety, document it and halt work until it is resolved.
Document the issue in writing for the project manager, and keep working.
Nothing; these are not the builder’s responsibility.
Verbally alert the project manager, and keep working.
