Deaths and citations from worksite falls are reaching new highs. Why don’t more workers use appropriate fall protection?

Supervisors and foremen don’t provide it or insist on it.
The equipment is uncomfortable and/or a hassle to use.
Workers are not adequately trained in fall hazards and how to address them.
