If you want incentives for your facility (which have their place), I certainly think that the type of facility should be well defined. If I want Amazon to set up a fulfillment center in my area, I would expect some form of office / warehouse / shipping complex of a pretty decent size. If they were to suddenly contemplate putting in a small office / call center, parkade and a park I don't think they should be getting the same incentives. Same thing for Tesla....a multi-billion dollar high-tech, lots of staff, world-leading battery facility might get me to open the purse strings with an incentive, but if they start thinking fully automated, competing with China widget factory, it'll be much harder to get the anywhere near same incentives.
