Bids Invited for Bell Tower Paint Job

The City of Norwalk, CT, is seeking contractors to paint and restore the bell tower structure on the Town House building in Mill Hill Historic Park.

Bids are due Sept. 12.  A pre-bid meeting was held Aug. 29.

The cost of the project is estimated at $20,000.

Repainting the Bell Tower

The bell tower structure, which was built in 1835, was covered in vinyl siding in the 1970s to prevent yellowing caused by a chemical plant located nearby. 

The chemical plant has since been demolished, so now the city wants to restore the building’s historic integrity by removing the siding and repainting the original wood surfaces.

The city wants to restore the building's historical integrity by removing vinyl siding from the bell tower and then repairing, cleaning and repainting the original wood surfaces.

The project includes removing all siding and replacing any rotted wood. The original wood surfaces will be hand-tool cleaned to bare wood and recoated with one coat exterior oil-based stain and two coats exterior alkyd primer, according to the project documents.

The project will include lead-based paint removal, as previous testing indicated the presence of lead paint on the structure.

Contractors interested in bidding on the project must have at least five years of experience in comparable wood rehabilitation work, including at least three buildings of similar scope, the city said.

The Town House at Mill Hill Historic Park was built to replace a temporary structure built after the burning of the city by the British during the Revolutionary War in 1779. 

Designed in the federal/Greek revival architectural style, the brick building was the home of the government of Norwalk until 1913.
