NOLA Taps Developer for $1B Mixed-Use Project

The $1 billion project next to New Orleans’ existing convention now has a team in place as the Ernest N. Morial New Orleans Exhibition Hall has tapped River District Neighborhood Investors LLC as its development partner.

The master plan for the 39-acre, mixed-use project includes elements such as dining, entertainment, retail, hotel and housing options, as well as other features and a 750,000-square-foot corporate campus.

This project is a switch from the initial plan to just expand the convention center.

The $1 billion project next to New Orleans’ existing convention now has a team in place as the Ernest N. Morial New Orleans Exhibition Hall has tapped River District Neighborhood Investors LLC as its development partner.

“We had two excellent presentations from exceptional developer teams that have a passion for New Orleans. The Authority’s approval of the scoring panel’s recommended Master Developer, River District Neighborhood Investors, LLC, marks the beginning of what is sure to be an exciting and evolving process that will be transformative for our destination,” said Exhibition Hall Authority President, Jerry Reyes.

“River District Neighborhood Investors, LLC offered interesting ideas and demonstrated they had an understanding of the Authority’s vision for the development of the 39 acres. As important, they are committed to involving SEB/DBE businesses all along the way. We need to create a diverse and equitable community in terms of affordable, workforce housing, retail opportunities and event programming. This new development will bring transformational changes to our region and fulfill the mission of this Authority in stimulating the economy.”

River District’s proposal identified companies in its team for design and construction, including:

  • The Lemoine Co., general contractor;
  • Gibbs Construction, contractor;
  • Boh Bros. Construction Co., a contractor specializing in heavy civil, sitework, utilities, marine and paving;
  • Broadmoor, contractor;
  • Gensler, an architecture firm;
  • Manning Architects, a certified DBE firm;
  • Stantec, a design and engineering firm;
  • Integrated Logistical Support, a Small Business Administration 8(a) certified woman-owned business;
  • GH Mechanical and Services, which specializes in HVAC, plumbing, low-voltage systems, municipal water and electric meter replacements; and
  • Stratum Engineering, a certified state and local DBE that specializes in geotechnical engineering and construction materials testing and inspection.

Other Projects

New Orleans isn’t the only city planning mixed-use project adjacent to a convention center. In early March, New York Gov. Andrew Cuomo issued a Request for Proposals to develop one of the last available vacant parcels in Manhattan’s West Side. The site, known as Site K, is a 1.2-acre lot across from the Javits Convention Center.

The lot is owned by the New York Convention Center Development Corporation, a subsidiary of Empire State Development, and is part of a broader 2021 city development plan that was released in January.

The RFP is for a commercial or mixed-use development and can include hotels or any other uses that are complementary to the Javits Center. Should the proposal include residential use, however, it must include 30% permanently affordable units to comply with the Affordable New York Program.
