Bids Wanted for IL Roadway, Bridge Reconstruction

The Illinois State Toll Highway Authority is seeking contractors to perform rehabilitation of two bridges and reconstruction of the Eisenhower Expressway and St. Charles Road in DuPage County, Illinois.

Bids are due Oct. 9 (the original bid date was Sept. 11). Work is slated to begin Jan. 14, 2021. All work is to be completed by Aug. 15, 2022.

Scope of Work

This project involves improvements to the Tri-State Tollway between mile posts 32.3 and 32.8, widening and reconstruction of the Eisenhower Expressway (I-290), St. Charles Road improvements, replacement of bridge deck surfaces on St. Charles Road over I-290, and bridge reconstruction of St. Charles Road over I-294.

Bridge repairs will include removal and replacement of approach slabs, cleaning and painting of the existing steel superstructure, removal of the existing east slope wall and installation of concrete soil, nail reinforced and drilled soldier pile retaining walls, and installation of crash walls at the piers along I-290.

The Illinois State Toll Highway Authority is seeking contractors to perform rehabilitation of two bridges and reconstruction of the Eisenhower Expressway and St. Charles Road in DuPage County, Illinois.

The contractor will oversee a total of 47,740 square yards of protective coating application. An additional 6,969 square feet of concrete sealant application is also required.

The project includes 1,520 square feet of staining concrete structures. Work will consist of cleaning concrete surfaces through pressure washing followed by staining the form liner textured surface to look like stone masonry. Staining will match the color variations present in natural limestone. Staining will be followed by 1,520 square feet of anti-graffiti coating to be applied to the final exposed surfaces. The anti-graffiti coating will consist of a permanent, color stable, UV, stain and chemical abrasion-resistant coating with a commercially available period for at least five years. The owner-approved anti-graffiti coating manufacturer is Monopole Incorporated.

The contract includes two lump sum items for bridge cleaning and painting application. Steel members receiving shop coating of steel beams will require application of an organic zinc-rich system. The owner-approved manufacturers are PPG, Carboline and Sherwin-Williams.

For steel receiving an overcoating system, steel will require Low-Pressure Water Cleaning (SSPC-SP WJ-4) and Solvent Cleaning (SSPC-SP 1) prior to coating with System 2 including a full coat of epoxy penetrating sealer, a spot intermediate coat of aluminum epoxy mastic, and a strip and full finish coat of aliphatic urethane coatings. Steel receiving overcoating may alternatively receive System 4 consisting of a full coat epoxy penetrating sealer, spot intermediate coat of aluminum epoxy mastic coating, and a full finish coat of waterborne acrylic.

Bare steel surfaces will require a System 1 full coat of organic (epoxy) zinc-rich primer, a full intermediate coat of epoxy and a full finish coat of aliphatic urethane. Bare steel may alternatively receive System 3 consisting of two full coats of aluminum epoxy mastic and full finish coating of a waterborne acrylic. Steel receiving coating removal and application will require surface preparation to Near White (SSPC-SP 10), Commercial Grade Power-Tool Cleaning (SSPC-SP 15) and Power-Tool Cleaning (SSPC-SP 3) standards prior to coating application. The project also includes cleaning and painting of bearings.

Containment and disposal of lead paint cleaning residues is required. Certification to SSPC-QP 1 and QP 2 is required. NACE Coating inspection Level 2 or SSPC BCI inspection certification is also required.
