MD County Public Works Wins National Awards

Prior to the end of August, two Anne Arundel County Department of Public Works agencies received national awards as recognition of improvement efforts to the quality of local waterways.

In addition to the awards, Anne Arundel County was also presented with $1.2 million in operating grants and $2 million from the Clean Water Commerce Act program through the Maryland Department of Environment.

About the Awards

According to the county’s announcement, the Bureau of Utilities received the National Association of Clean Water Agencies Peak Performance Award for its continued excellence in wastewater treatment at each of the county’s six water reclamation facilities. The award is also earned by having at least five consecutive calendar years without a single National Pollutant Discharge Elimination System permit violation.

As noted in the news release, “The Peak Performance Platinum Award for the Broadwater WRF reflects 22 consecutive years of 100% NPDES permit compliance, while the Broadneck WRF has had perfect compliance for the past six years. Cox Creek, Maryland City, Patuxent and the Annapolis WRF’s all received Gold Awards having achieved perfect permit compliance last year.”

The Watershed Protection and Restoration Program was also recognized with a Municipal Stormwater and Green Infrastructure Award from the Water Environment Federation for National Pollutant Discharge Elimination Systems and its Municipal Separate Storm Sewer Systems permit for innovation, effectiveness and cost-efficiency in exceeding regulatory requirements.

In order to satisfy the MS4 permit terms, the WPRP is responsible for coordinating the county’s efforts to provide stormwater management reviews of new development projects, various inspection and maintenance practices for existing stormwater facilities, monitoring illicit discharges into the stormwater system, providing public education to reduce stormwater pollutants and undertaking restoration projects to reduce pollution.

Specifically, highlighted Watershed Program efforts include:

  • Investments of more than $25 million to repairs and replacements of existing, failing, stormwater infrastructure as well as the expenditure of more than $250 million for water quality restoration projects in just over five years’ time;
  • Over $4 million in grants to local, non-profit organizations and leverage of another $6.4 million in outside dollars since 2015 for restoration work to meet permit goals;
  • A Full Delivery of Water Quality Improvements program for the contracting of design/build/maintain projects in 2016; and
  • Earlier this year, Anne Arundel County became the first jurisdiction in Maryland to use the state’s new Nutrient Trading program to achieve compliance with its stormwater permit.

“These awards recognize and honor the outstanding work our operators, scientists and engineers perform each day to protect the environment and public safety,” said DPW Director Chris Phipps. 

“Our remarkable compliance record is due to the high standards, work ethic and dedication of these talented employees.”
