Pool of Contractors Selected for $2B in NIH Work

The Department of Health and Human Services has selected 16 contractors to participate in an Indefinite Delivery/Indefinite Quantity contract.

The work could total $2 billion and covers general construction services at the National Institutes of Health. However, IDIQ only guarantees $1,000 worth of work.

All qualified contractors were invited to bid, but contracts were set aside for Historically Underutilized Business Zones, those under Small Business Administration rules, Service-Disabled Veteran-Owned Small Business and SBA-certified 8(a) contractors and small businesses.

The Department of Health and Human Services has selected 16 contractors to participate in an Indefinite Delivery/Indefinite Quantity contract.

Under the IDIQ, the companies now have the opportunity to submit bids through the eight-year life of the contract on NIH work, which will be issued in task order ranging from $2,000 to $700 million, encompassing projects in Maryland, Louisiana, North Carolina and Montana.

Contracts could involve demolition, maintenance, refurbishment, mechanical and ventilation work, painting, paving and earthwork.

Contractors that earned a spot under the HUBZone designation are:

  • FBGC JV LLC (Hampton, Virginia);
  • Puyenpa Services LLC (Duckwater, Nevada); and
  • HSU Development Inc. (Gaithersburg, Maryland).

The SDVOSB contractors chosen to participate are:

  • HSU Development Inc. (Conshohocken, Pennsylvania);
  • Polu Kai Services LLC (Falls Church, Virginia); and
  • Cutlass Contracting LLC-Protégé HBA Construction-Mentor (Smithsburg, Maryland).

The 8(a) contractors selected are:

  • Argus CJW JV 3 LLC (Leesburg, Virginia);
  • Belt Built-Protégé CFM Government Services- Mentor JV (Crofton, Maryland); and
  • Four Tribes AIR JV LLC (Gaithersburg).

Winning contractors designated as small businesses are:

  • Asturian-Consigli JV LLC (Virginia Beach, Virginia);
  • AG JV (Leesburg, Virginia); and
  • Olgoonik Specialty Contractors LLC (Anchorage, Alaska).

Contractors that earned their slots on an unrestricted basis are:

  • Clark Construction Group (Bethesda, Maryland);
  • M.A. Mortenson Construction (Minneapolis);
  • Hensel Phelps (Tysons Corner, Virginia); and
  • The Whiting-Turner Contracting Co. (Baltimore).
