Army Corps Awards $712M Design-Build Contract

The U.S. Army Corps of Engineers' Kansas City District has recently awarded a $712 million design-build contract for its new Next National Geospatial-Intelligence Agency West headquarters in St. Louis.

The award was received by the joint venture team made up of Rockhill, Missouri-based McCarthy Building Companies and Falls Church, Virginia-based HITT Contracting. The team also includes Kansas City-based engineering and construction firm Black & Veatch, California-based Gensler and Texas-based Fluor.

About the Project

The NW2 was announced about three years ago, and the two-phase bidding process has finally come to an end. Construction is slated to take place in the historic St. Louis Place neighborhood, where a 712,000-square-foot office, parking garages, visitor center, inspection facility, control access points, various sustainability-focused buildings and other campus features are to be built on a 97-acre site.

According to Army Corps predictions, at its peak, the construction could require up to 1,300 workers per day and create an anticipated 5,000 construction jobs to complete.

“This project is bigger than the magnitude of the job itself,” said Kansas City Carpenters Regional Council Executive Secretary-Treasurer Al Bond.

“It’s going to create some great construction industry opportunities and man-hours for all the trades, the local subcontractors and for the St. Louis economy overall.”

Since the project will be federally funded, the contract requires diversity within the workplace. About 7 percent of construction workers will have to made up of women, while 14.7 percent of tradesmen must be of minority participation. The St. Louis Building Construction Trades Council will also be using its Helmets to Hardhats program to help military veterans find construction employment for the project.

Additionally, the Army Corps is also planning to announce the award of five small business set-aside construction contracts to keep up with its Small Business Administration’s 8(a) Business Development program.

The NW2 campus is to be jointly managed by the Army Corps, NGA and the U.S. Air Force—which owns the property—and will represent the largest federal investment project ever in the St. Louis Area.

The total project is estimated to cost $945 million and is slated to be complete by April 2023.
