Construction Begins on $101M CA Border Section

Earlier this month, work began on the fifth section of border wall under the Trump administration. The section of wall in question—a replacement project for 14 miles of barrier in San Diego—is currently being worked on by SLSCO Ltd. of Galveston, Texas.

The $101 million contract, awarded to SLSCO in December and part of a larger $287 million contract, will see the replacement of steel mesh fencing with a 30-foot-tall steel bollard system. The secondary wall project also includes $30 million in options that have yet to be awarded.

Border Wall Recap

In September 2017, the first border wall contracts were awarded to four different companies to develop prototypes that would work in conjunction with the border in the San Diego area. In January of this year, U.S. special forces spent weeks attempting to breach the eight prototype models of the proposed U.S.-Mexico border wall, and the test walls held up to tests with jackhammers, torches and climbing tools.

Since then, the government has worked to speed up the project. In October 2018, Homeland Security announced that any environmental regulations regarding the construction or repair of a section of the U.S.-Mexico border wall for certain areas in Texas would be waived, drawing ire from environmentalists and private property owners alike. The announcement, made Oct. 10 on the Federal Register, detailed exemptions in Cameron County; another announcement made the following day detailed similar measures for Hidalgo County.

In March 2018, Judge Gonzalo Curiel ruled that the Department of Homeland Security was not overstepping its bounds by expediting border wall construction and waiving environmental rules in the process. The suit had threatened to stall work in Calexico, where a stretch of fence is being replaced, and to delay the larger border-wall project. Otherwise, several hundred million in border wall contracts have been awarded to date.

In December, U.S. Customs and Border Protection announced the beginning of construction of a series of border wall gates in the Rio Grande Valley sector. In January, a report revealed that all eight border wall prototypes, inspected by President Donald J. Trump in March 2018, are susceptible to breaching.

CA Border Wall Construction Work Begins

According to the Associated Press, the work on the wall section will see bollards replacing a second layer of barrier that is now often breached with battery-operated saws. Replacing the first layer of the barrier is nearly complete. Built in the 1990s, the old fence was made of corrugated steel matting used as temporary runways by the military.

Work on the primary wall is slated to begin in July; this stretch of border wall is to run through Calexico, Tecate and Andrade. Work will also include replacing a 15-mile pedestrian wall with another 30-foot-tall steel bollard system. U.S. Customs and Border Protection noted that the replacement of the primary pedestrian wall project will include updating various outdated designs with a new 30-foot-tall steel bollard wall.
