AECOM Hunt Tapped for $140M GA Arena

AECOM Hunt, a firm known for tackling large projects, has been named the construction manager for Savannah, Georgia’s new $140 million, 269,000-square-foot arena.

The company, awarded the $11.2 million contract, was the low bidder out of other competing firms JE Dunn Construction, which bid $12.7 million; and Turner Construction, which bid $13.6 million.

The new stadium—the budget of which remains up in the air as some details are still being finalized—is a project intended to serve as an anchor for the Canal District. The arena, which is slated to seat 9,000, will be a more modern event space in comparison with the city’s older Civic Center. The new space is also slated to house 12 luxury suites and 450 club seats.

The scope of AECOM’s work on the project is to include construction services such as design review and cost analysis; procuring subcontractors and vendors; construction process management; and project closeout. The arena must include unique aspects of Savannah in its design; the actual design process is expected to take a year, with construction slated to take two. Perkins + Will has been named the architect on the project, working under an $8.8 million contract.

Construction Manager Contract

The Savannah City Council voted 8-1 on Sept. 13 for AECOM to spearhead the project through construction management, but initially there was some confusion over the initial proposal document. 

Prior to the vote, on Aug. 30, both the mayor and aldermen delayed consideration of the contract after learning that the original recommended contract totaled $3.9 million more than originally reported. JE Dunn Vice President Walter Murphy had also issued a recommendation that the other contractors' proposal be rejected, due to the contractor being non-responsive.

The error was later attributed to the request in the contract that asked bidders to calculate and express construction manager fees as a percentage of subcontracted and self-performed costs. While all three bidders provided the information as requested, only AECOM omitted that information from the bottom line price in its bid, as the city proposed. After calculations were completed both ways, it was discovered that AECOM came in as the lowest bidder on both counts.
