The San Joaquin County Housing Authority in San Joaquin, California, is soliciting contractors for exterior coating application at the Buthmann Community. The 10 residential duplex buildings and the community center will be painted utilizing three different color palettes selected by The Housing Authority of the County of San Joaquin.

This procurement falls under the Federal Small Purchase Threshold of $150,000. Bids are due for this project by Sept. 6.

Scope of Work

The awarded contractor is responsible for the preparation and coating of 11 buildings within the Buthmann Community. The areas to be coated include the exterior wall surfaces, soffits, trim, the trellis at the front and at the rear of the community center, and exterior doors of all buildings. It will also include the coating of the ornamental iron such as ramp handrails, gates/fences and rear courtyard gates.

Prior to coating, the contractor is to pressure wash all surfaces. Following this, repair options for any damaged surfaces are to be discussed with the HACSJ designated staff.

When coating the exterior stucco, masonry and other wall surfaces, the contractor is to apply one coat of a premium flat white acrylic exterior primer. Exterior wood surfaces are to receive one coat of a premium flat white exterior wood primer. When coating the buildings’ trim and fascia, the contractor has been instructed to use one coat of an acrylic, exterior semi-gloss enamel. Two coats of an exterior semi-gloss enamel, 100 percent acrylic is then to be applied over surfaces that have previously received an acrylic primer application.

The contractor is also responsible for coating various ornamental iron and metal surfaces with a black-colored application. Hip-roofs and side wall attic vents are to be coated with a paint that matches the exterior wall.

This project is expected to start in September 2018 and be completed within 120 days after the notice to proceed.

Upon completion of the project, the contractor is to furnish five gallons of paint (per paint type and color) in five-gallon containers before final payment is made. Cost for paint may be included in the quote price.

Owner-specified brand is Kelly Moore.
