$14M in Contracts Awarded in $10B WI Project

Taiwan-based Foxconn Technology Group is moving right along with its $10 billion campus project in Racine County, Wisconsin, as the company and its general contractors have awarded $14 million worth of contracts.

The Project

In April, Foxconn named Providence, Rhode Island-based Gilbane Building Co. (which has a Milwaukee office) and global firm M+W Group (Stuttgart, Germany) as its lead contractors on the 20 million square feet of building space that will eventually house a flat screen manufacturing complex and employ 13,000 people.

These first contracts are for a 120,000-square-foot multipurpose building, which will serve as a construction office for those working on the project at large and will also be home for research and development.

Four of the firms are Milwaukee-based, including Spancrete Inc., for precast work; Superior Masonry Builders Inc., for concrete; Pieper Electric Inc. for electrical; and mechanical, plumbing and fire protection work by Pewaukee-based Total Mechanical Inc.

“We are pleased that a team of companies with strong track records in Wisconsin has been assembled to support the development and construction of our first building in the Wisconn Valley Science and Technology Park,” said Alan Yeung, Foxconn director of U.S. strategic initiatives and president of FEWI Development Corp.

The other four companies also have offices in Wisconsin, including Schofield-Tased Merrill Steel, for structural steel and miscellaneous metals work; Bright View Landscape Development Inc., for landscaping; and Connecticut-based Otis Elevator Co. for elevator work.

The specific financial terms for each contract have not been released.

“We continue to see significant interest from Wisconsin companies to be a part of this project and look forward to working with additional partners as we execute on construction and development plans for the park,” said Adam Jelen, senior vice president at Gilbane.

Foundation work for the building is set to begin in August and the building is slating for completion by late this year or early 2019. Crews have been working on the site for months, however, as $100 million in site preparation contracts had already been issued.

Construction for the total project is estimated to take four years and will require an estimated 10,234 construction workers annually until the job is complete.


The Milwaukee Business Journal reports that the massive project is spurring new job-training activity by local industry officials.

The Building Industry Group Skilled Trades Employment Program recently opened a new training center at Gateway Technical Collage’s Racine Campus to help train potential local workers.

Gilbane reportedly worked with the group during its last big Wisconsin project, a downtown tower for Northwestern Mutual.

Foxconn has to meet job creation benchmarks in order to receive $3 billion in tax breaks—a deal that has been a source of controversy for the project—and according to an analysis, the plant will add about $51 billion to the state’s gross domestic product over the 15 years that the state will pay Foxconn incentives.
