$2.5M Cowlitz River Bridge Contract Awarded

The Washington State Department of Transportation has awarded a contract in the amount of $2,493,999 to Liberty Maintenance Inc., of Youngstown, Ohio, for the coating of the Cowlitz River Bridge, in Cowlitz County, Washington.

Liberty Maintenance was the lowest of 9 bidders. Additional bidders included:

  • Southern Road & Bridge LLC, of Tarpon Springs, Florida, in the amount of $2,572,567;
  • Royal Bridge Inc., of Palm Harbor, Florida, in the amount of $3,133,856;
  • F.D. Thomas Inc., of Central Point, Oregon, in the amount of $3,404,621;
  • Panther Industrial Painting LLC, of Mishawaka, Indiana, in the amount of $3,491,552;
  • Abhe & Svoboda Inc., of Jordan, Minnesota, in the amount of $3,842,680;
  • Vimas Painting Company Inc., of Campbell, Ohio, in the amount of $3,858,242;
  • Blastech Enterprises Inc., of Baltimore, in the amount of $3,861,844; and
  • Olympus Painting Contractors Inc., of Tarpon Springs, Florida, in the amount of $4,922,376.

The project bid March 14. The project was awarded March 26.

Scope of Work:

The awarded contractor will oversee cleaning and coating of all exposed structural steel surfaces, including joint elements; bridge deck drain assemblies; navigation lights and associated conduits; overhead signs; and bracket assemblies on the Cowlitz River Bridge. Officially named the Harry E. Morgan Bridge, the existing through truss bridge underwent resurfacing on its eastbound deck in the summer of 2017.

Liberty Maintenance Inc., of Youngstown, Ohio, was awarded the contract in the amount of $2,493,999 for the coating of the Cowlitz River Bridge.

Contractors will oversee preparatory dry cleaning of the bridge superstructure using scraping, sweeping and vacuuming methods. Following dry cleaning, washing of the superstructure will be performed with high-pressure equipment, followed by selected areas of abrasive blast-cleaning. Steel members will be coated with the WSDOT standard two-component inorganic zinc-rich primer, organic zinc-rich primer two-component epoxy system, or moisture-cured polyurethane system.

Work will include concrete deck preparation and coating all joints and visible cracks with a high molecular weight methacrylate resin. Cracks 1/15 inch and greater will receive two coats of high molecular weight methacrylate resin. Bridge deck surfaces will require rotomilling and scarifying to remove the existing concrete overlay layer. Further deck preparation will be performed using hand-tool cleaning or hydro-demolition. Bridge deck surfaces will require curing concrete overlay application.

Containment of abrasives is required.
