Las Vegas Highway Project Moves Forward

A Colorado-based project management firm has been named the lead designer of the largest highway construction project in Nevada’s history.

Atkins was named to manage the Nevada Department of Transportation's Project Neon, a freeway construction project in Las Vegas that is intended to increase safety, help traffic congestion and make parts of the city more accessible, the company said in a statement it released Dec. 9.

“Atkins is tremendously proud to be the lead design firm for this critical project, which has been deemed NDOT's most important and ambitious in its history,” said L. Joe Boyer, the CEO of Atkins, North America.


Project Neon, which will include widening parts of Interstate 15 and connecting a seemless 22-mile stretch of HOV highway, has named Atkins as its lead designer.

“Project NEON is essential to the progression of Las Vegas’ transportation demands and quality of life, given traffic is expected to double for this corridor in the next 20 years.”

According to NDOT, Project Neon will widen a 3.7-mile stretch of Interstate 15 between Sahara Avenue and what is known as the “Spaghetti Bowl” interchange in the city’s downtown area. The stretch of highway to be reconstructed is the busiest in the state, with more than 300,000 vehicles using it daily, the agency said. That equates to 1/10 of the entire state of Nevada’s population.

The stretch of road also sees 25,000 lane changes per hour and 1,000 crashes per year, NDOT said. Project costs are expected to reach $1.5 billion, but the agency also said it will save $110 million annually in increased productivity.

In addition to widening the road, the project will connect the HOV lanes on U.S. Route 95 to the Interstate 15 express lanes, which will mean 22 miles of freeway express lanes, Atkins said in its project overview.

“Project NEON addresses a multitude of corridor deficiencies related to congestion, crash rates, operations, and system linkages,” said NDOT Director Rudy Malfabon, in the Atkins statement.

“It will dramatically improve traffic congestion in Southern Nevada, while also creating 4,000 high-paying, quality jobs.”

Design-Build Team

In October, NDOT said in a statement that Kiewit Infrastructure West Co. was the best bidder for the design-build portion of the project, with a price of $559.4 million.

According to its website, Kiewit—which operates throughout the U.S., Canada and Australia—does infrastructure projects in building; mining; oil, gas and chemical; power; and water/wastewater systems, in addition to its transportation work.

Project Neon is expected to be completed by mid-2019.
