Citing "an increasing need" to address "numerous infrastructure problems" in the U.S. and worldwide, Garland Industries Inc. has launched a division aimed at structural strengthening and restoration.

Infrastructure Strengthening Solutions (IS2), a division of Garland/DBS, Inc., is a fiber-reinforced polymers (FRP) construction business designed to provide high-performance strengthening technology and services for transportation and waterfront structures, pipelines, buildings, blast mitigation and structural connections.

The company noted a recent report by the American Society of Civil Engineers (ASCE), which estimated that it would cost about $1.6 trillion to upgrade the United States' existing infrastructure.

Garland's new IS2 division designs and installs structural strengthening and composite reinforcement solutions for a variety of industrial applications.

The same report also notes “the rapid rate at which our infrastructure is aging requires new solutions for providing a resilient infrastructure that can last for future generations.”

The new division designs and installs composite reinforcement solutions manufactured by V2 Composites Inc., a subsidiary of Cleveland-based Garland. Installation is by Design-Build Solutions Inc., a general-contracting division of Garland.

IS2 provides strengthening solutions for a wide variety of structures, including beams, columns, pipes, tanks and silos, according to Garland.

Composites can be custom-designed to address change of use, construction/design deficiencies, deteriorated elements (corrosion repair), impact damage, improvement of seismic performance, blast mitigation and other situations requiring tension strengthening.

'Increasing Need and Demand'

“As the FRP industry continues to grow in the United States, there will be an increasing need and demand for a reliable and efficient construction material manufacturing and design firm to address the numerous infrastructure problems facing the U.S. and world today,” said Joe Rosemont, who heads the new division.

Garland sees "an increasing need and demand ... to address the numerous infrastructure problems facing the U.S. and world today."

Rosemont has more than 20 years of experience in the FRP industry, overseeing all phases of retrofit and repair construction, including infrastructure and environmental projects for government and private-sector clients, according to Garland.

Along with working on several patents in the FRP industry, Rosemont is involved in various trade organizations, including ASTM International, the International Concrete Repair Institute (ICRI), and the American Concrete Institute (ACI), according to Garland.
