PRIMARY DUTIES & RESPONSIBILITIES:
The Montevideo Chancery Rehabilitation is a major rehab project; includes: renovating GWA and CAA areas; new utility building (NUB), upgrade of the chancery to meet life safety, accessibility, Diplomatic Security, and flood mitigation requirements; modifications to the perimeter wall and fences; hardscaping, landscaping and plantings.
General -- The position functions as the project architect, providing OBO a full range of critical architectural and construction quality assurance and management and technical oversight of the Montevideo Major Rehabilitation Project in Montevideo, Uruguay. Candidates for Architect positions shall have an architecture degree from accredited universities in the United States. A minimum of 7 years' experience is required on construction projects of similar scope and value to the Montevideo Major Rehabilitation Project. Design office experience shall not count toward an employee's experience. Overseas experience is preferred. The incumbent is responsible for performing technical inspections of architectural work, preparing detailed cost estimates, monitoring the contractor's quality control program, and reviewing project drawings and specifications to ensure compliance. Architect candidate desired to have historical architectural renovation experience.
• Develops working knowledge of all technical requirements of project
• Provides Quality Assurance for ongoing construction project
• Reviews contractor submittals and provides evaluations
• Prepares responses to Requests for Information (RFI) for questions related to engineering
• Evaluates proposed submittal substitutions with engineering implications
• Coordinates the development of Independent Government Estimates (IGEs) for modifications and change orders
• Reviews and evaluates design calculations and data from an engineering perspective
• Prepares Monthly Progress Report summarizing project status, with emphasis on engineering
• Reviews monthly applications for payment
• Ensures that the contractor is performing the required contract work in accordance with the contract requirements
• Review design and construction documents (drawings, specifications, narratives, reports, and calculations) and must be able to interpret these documents and understand the principals of his/her technical area of expertise
• Performing quality assurance tasks, ensuring contractor's work is properly inspected and corrective actions take place, ensuring materials meet contract, reviewing contractor submittals for compliance with contract requirements, and resolving conflicts
• Monitor the construction contractor's quality control and safety programs
• Observe onsite construction and determine if construction elements are being installed, formed, and executed properly
• Monitor construction progress vis-à-vis the project schedule and submit weekly progress reports with recommendations based on the technical review of project documents and field inspections
• Prepare construction reports as required by the OBO PD and provide digital photographic records to support reports
• Perform technical inspections of the architectural elements of the project to document construction progress and identify problems or non-compliance with design or contract specifications
• After problems are discovered, evaluate contractor's proposed remedy
• Formulate solutions for the Project Director/Construction Manager
• Review shop drawings and submittals from the contractor and determine if coordination with other disciplines are necessary
• Review and analyze material samples, catalogs and brochures, installation manuals, calculations and other technical documents submitted by the construction contractor for conformity with construction contract requirements
• Work on the construction site will be performed to U.S. standards; the incumbent should have current working knowledge of acceptable products and procedures
• Perform additional duties at the Project Director's discretion

FILLING THIS POSITION IS CONTINGENT UPON FUNDING
MINIMUM SKILLS & REQUIREMENTS:
• A current Final Secret, Interim Top Secret, or Final Top Secret clearance is required (must have been active or used within the last two years) at the time of consideration
• Architecture degree (Bachelor's or above) from an accredited program plus a MINIMUM of 7 years of experience supporting on-site vertical construction project activities in the field. Please note that additional years of experience are highly desired. Design office experience shall not count toward an employee's experience
• Possess excellent writing skills and thorough knowledge of Microsoft Word and Excel
• Knowledge of International Codes required
DESIRED SKILLS & REQUIREMENTS:
• Previous overseas work experience is preferred
• Experience on vertical construction projects required
WORK LOCATION: MONTEVIDEO, URUGUAY (U.S. EMBASSY)
PROJECT DURATION: 20 MONTHS WITH EXPECTED FOLLOW ON WORK WITHIN THE PROGRAM
