Nice success story. I'd like to learn what caused the original inter-coat failure, and how was the water-jetting effluent contained/treated/etc.

The inspection was primarily completed to determine the soundness of the existing IOZ primer as an over coat candidate in order to optimize the re-painting process and minimize downtime of the bridge spans. By time the inspection was completed on the failing coating it was not feasible to determine the mode of failure. Potential causes included: missed recoat window between IOZ primer and epoxy intermediate; application of epoxy intermediate over contaminated primer; mis-catalyzed epoxy intermediate; or possibly even moisture contamination of the intermediate coat during cure. The contractor built containment's to catch effluent and funneled it to sumps for collection, removal and disposal.
