"After assembly in 2011, the shop-primed roof deck and support steel were each field-painted with one spray coating of the same type of water-based acrylic paint, though in different colors, and from a different manufacturer than the shop primers." "...the owner decided to strip the poorly adhered coating and replace it with a two-coat acrylic primer/finish system." Replace a failing acrylic with another acrylic? There must be more to this story...?

The problem was not that the coatings were “acrylic” - but that the acrylic finish coat did not adhere to the shop primer. The shop primer may have also been an acrylic, but was from a different manufacturer. Where an additional field primer had been applied (to the shop primer), coating adhesion was good. It's not unusual to find that a finish coat from one manufacturer does not work well with another manufacturer's primer.
