Salt contamination on substrate (between coating and substrate) also plays an important role in promoting corrosion. Salt pulls the moisture through the coating and accelerate the corrosion. Poor adhesion due to surface contamination will also expose the substrate under the coating to moisture and oxygen that penetrated through the coating film. Poor surface preparation and insufficient cleaning will cause failure of a any paint formulation.

Hi Farooq: You make a good point about contamination on the surface causing corrosion problems and other problems. The way salt causes corrosion is by its conductivity in promoting the corrosion cell and passing electrons from cathode to anode. The current generated is even called the corrosion current. For any paint job, get the surface clean. I appreciate the comments made by readers and hope to have more conversations like this concerning my articles. Thanks.
