Power tools such as power wire brushes can burnish or polish a steel surface. Why is this sometimes a problem?

Polished surfaces require more primer
Polished surfaces develop rust bloom that interferes with coatings adhesion
Burnishing destroys surface profile and mechanical adhesion of the coating
Burnishing makes the surface a better conductor of current and therefore accelerates corrosion
