Why do some product data sheets for coatings require that the surface temperature of the substrate be at least 5 Fahrenheit degrees higher than the dew point temperature?

to make sure it's warm enough to paint
to asurre that the coating will cure
to avoid condensation on the surface
to assure the paint will wet out the substrate
