What is the best method of testing for moisture content in concrete masonry unit (CMU) walls prior to application of coatings?

The most effective test of moisture in concrete is the interior relative humidity testing. Almost all manufacturers of floor coverings and paints will require 70% or less before allowing coverage. Bear in mind that is not the final step one should take prior to a coating or install of a flooring system. Unless you render the substrate Hydrophobic by use of a pore blocking penetrating sealer, you will still have a surface capable of absorbtion of contaminates and moisture and migration of internal chemistry out to a surface. Absorption begets rebar corrosion that may be the slow death, while migration outward will yeild ASR and effloresence. I use a penetrating sealer the comes with a 15 year warranty for waterproofing and have Never been disappointed!
