Less government means less of everything the government does: safety inspections, highway inspections, disaster relief, airlines inspections, meat safety inspections, marine safety inspections, traffic control certifications...etc...and the list goes on and on....I bet those living in the affected town will be wondering about the meaning of "less government" now
