i CAN JUST IMAGINE driving down a beautiful smooth highway through a rich state, then hitting a pock marked, cratered highway through a poor state. Sorry, but no thanks.

It has been proven time and time again that states operate far more efficiently and effectively than any federal agency. One need look no further than the Postal Service to find an agency that has operated for over 200 years and has failed to learn how to operate efficiently. The same is true for Social Security, they have proven to be such inept money managers they are going broke even with a continuous income stream. Why is this? You need look no further than the 16,000 IRS agents hired to enforce obamacare. Those 16,000 new employees not only need to be paid, they expect a gracious retirement plan, plus they need things like office space, computers, phones, vehicles, etc. and all in the name of providing less costly health care, yet another case of swampland being sold as beach frontage. I am not against the FHWA, but if 100% of the fuel tax money went directly to the states, without strings attached, and the FHWA performed testing as needed and became an advisory agency to the states, we would see huge improvements to the infrastructure due to the states increased dollars and reduction of requirements. Not all states would manage projects equally, but we currently have that scenario anyway. In driving state to state we see huge differences in roadway quality.
