absolutely ridiculos but quite typical of any government agency...job justification...all agencies need a complete overhaul

I find that OSHA and the EPA end up in the same boat...they propose new regulations and then it gets bogged down by the crusaders who cry "it's anti-business" or "it'll cost jobs" and end up sending it for countless reviews and revisions before trying to tie it in with another piece of legislation that they know will likely get voted down...IMO, it's not just the agencies involved, but the process as a whole.
