Coast Guard Seeks Hangar Painting Bids

The U.S. Coast Guard is inviting bids for resurfacing the concrete floor of its Hangar 2 facility in San Diego, CA.

The submittal deadline is Sept. 24.

The project involves repairing and recoating the hangar’s floor coating system, which has become unserviceable, according to the Coast Guard’s solicitation.

“The general appearance of the deck is shabby and unsightly,” the solicitation says. “There are numerous sections of epoxy coating that have become dislodged and are delaminating, exposing bare concrete.”

Scope of Work

The floor surface will be diamond-ground to bare concrete, sanded, patched and cleaned.  The contractor must then apply a 100% solids epoxy primer and build coat. A 46 mesh aluminum oxide grit slip-resistance agent will be incorporated into the white, protective urethane top coat before application.

All towing, fire lines, and other markings must be reapplied after the new floor coating system is installed.

Finally, an eight-by-eight-foot vinyl, color U.S. Coast Guard seal must be installed and clear-coated. The floor surface area, for the hangar and two hallways, totals nearly 16,000 square feet.

The Coast Guard’s Station San Diego conducts maritime law enforcement—including recreational and commercial regulations, illegal immigration, and drug enforcement¬—from the U.S.-Mexico border with Mexico to San Mateo Point.

The Station stands by 24/7 for search and rescue, mostly for recreation boaters in distress and cruise medevacs. As part of its homeland security mission, the Station escorts each cruise ship and some Navy assets entering and leaving San Diego Bay.

Specifying a 46-mesh grit seems odd. Normally I would expect to see an allowed range, such as 40-50 grit (ie, pass a 40 mesh screen, retained on a 50 mesh screen.)
