Bids Sought for $150K Substation Job

The Eugene (OR) Water & Electric Board will accept bids July 14 for lead abatement, cleaning and painting services on several substations—a contract valued at up to $150,000.

A one-year contract with four one-year extension options, the task orders involve cleaning energized substations and coating both energized and de-energized substations. Most of the substations are located within the Eugene/Springfield city limits. The furthest is about 70 miles outside the city limits.

As-Needed Services

The painting services will be on an as-needed basis, and the board will contact the contractor when services are needed. Based on historical use, the contract will address an average of two substations per year at an average cost of $30,000 total.

The existing coatings are presumed to contain red lead. Encapsulation, vacuum-shrouded power tools, and chemical strippers will be used to avoid extensive containment.

Painting services will be on an as-needed basis—typically, two substations a year.

The metal will be coated with alkyd primer and intermediate coats and a silicone alkyd enamel finish.
