Balfour Beatty Infrastructure is expanding its U.S. water and wastewater contracting footprint with the acquisition of Fru-Con Construction LLC.
A leading water and wastewater infrastructure contractor based in Virginia, Fru-Con had been owned by Germany-based Bilfinger-Berger.
Market Growth Foreseen
“The water and wastewater infrastructure market has been very successful for Balfour Beatty Infrastructure,” said Ray Bond, company president. “With Fru-Con added to our portfolio, we now combine the expertise of a water and wastewater specialist with those of a local civil contractor.”

The acquisition will bring the company’s services deeper into the mid-Atlantic and California markets and spread its presence to the Carolinas, Georgia, Florida, and Texas, Bond said.
Fru-Con will keep its name and operate as a region of Balfour Beatty Infrastructure. Fru-Con’s approximately 150 regional employees will be led by vice president Michael R. Fischer, who will continue to be based in Woodbridge, VA, and will report to Bond.
“We are excited to become a part of Balfour Beatty Infrastructure,” said Fischer. “It’s a great fit, as both companies emphasize safety, integrity, excellence [and] teamwork.”
Fischer said the acquisition “will allow us to have greater bench strength and more resources to grow the business in existing and new markets.”
About the Companies
Founded in 1872, Fru-Con is among the oldest contractors in the United States and has annual revenues of about $80 million. The company builds water and wastewater treatment plants and currently has major projects underway throughout the Maryland and Virginia area. It recently completed the award-winning $136 million Water Pollution Control Plant Upgrade and Expansion Project for Arlington County, VA.
Balfour Beatty Infrastructure, part of Balfour Beatty plc, provides civil engineering and construction expertise for transportation and water infrastructure projects throughout the United States. Annual revenues are about $400 million.
