The U.S. Department of Homeland Security will accept bids Jan. 31 for coating and other dockside maintenance and repairs on the U.S. Coast Guard Cutter Kingfisher, docked in Atlantic Beach, FL.
This Total Small Business set-aside project involves preserving (recoating) all exterior deck surfaces and related equipment on the 87-foot coastal patrol boat. The steel and aluminum will be abrasive blast-cleaned and coated with an epoxy system.
Work is scheduled to begin April 11.
Prep and Coating Work
The contractor will prepare and coat the main deck surfaces as shown on Coast Guard Drawing 87 WPB 634-001.
This includes preparation and coating of all main deck portions and walkways, Life Raft P-100 foundations, ammo locker mount, fuel station deck, boat fueling station deck, stern door A-frame foundations, 12 bitts on main deck, chocks on main deck, winch foundation, and four gun mounts.
The contractor shall prepare the designated deck surfaces to a SSPC-SP12/NACE No. 5, WJ-2/L standard, or by one or a combination of the following surface preparation methods as applicable:
• Abrasive blasting to SSPC SP-10/NACE No. 2, using grit conforming to MIL-A-22262 (to produce a 1.5 to 2.5 mil anchor profile); or
• Power Tool Cleaning to SSPC SP-11 (to produce a 1.0 mil anchor profile).
The contractor shall coat all specified steel surfaces with the coating system specified for “Weather Deck Slip Resistant Sheets, Option 1, Steel” in COMDTINST M10360.3, Appendix A (Cutter and Boat Exterior Paint Systems).
All specified aluminum surfaces shall be coated with the coating system specified for “Freeboard/Superstructure/Mast” (Freeboard/Superstructure, Aluminum or Galvanized Steel), Option 1” in COMDTINST M10360.3, Appendix A (Cutter and Boat Exterior Paint Systems).
The contractor will install government-furnished slip-resistant sheets and provide portable fire extinguishers for Coast Guard fire watch personnel from 8 a.m. to 4 p.m. Monday through Friday. The contractor will provide fire watch personnel and equipment outside those hours.
Unless a containment system is used to contain surface preparation dust and debris and coating application overspray during pier side / dock side preservation, all surface preparation tools and equipment must be vacuum shrouded, and all coatings applied by brush or roller.
Kingfisher’s primary missions are the Enforcement of Laws and Treaties (ELT) and Search and Rescue (SAR) within Sector Jacksonville’s area of responsibility (AOR). Primary enforcement is focused on commercial fisheries, but other operations include Counter Drug Ops, Alien Migration and Interdiction (AMIO), Defense Readiness, Environmental Protection, and Maritime Security around the Kennedy Space Center for manned space flights.
