NY Power Authority Bids Lead/PCB Abatement Work

New York Power Authority

The New York Power Authority will accept sealed bids on Aug. 12, 2010, for lead and PCB-containing coatings removal on various components associated with three turbine units at the St. Lawrence-Franklin D. Roosevelt Power Project. The effort is a part of the Authority’s $281 million Life Extension and Modernization program, which began in 1998 and has a scheduled completion date of 2013.

The work will be performed in an SSPC-compliant enclosure, located at an off-site shop or a temporary on-site facility. The metal turbine components, including a 68,000-pound intermediate head cover pictured here, will be steel grit or carbon dioxide blast-cleaned to SSPC-SP 10 (near white) to fully remove the existing coatings and provide a clean surface.  The contractor’s enclosure must include a 100 cfm crossdraft and a 60 cfm downdraft, which will be maintained with HEPA-filter-equipped dust collectors.
