Technician, Newport News, VA
Performs a variety of duties in the electronic, mechanical,
electromechanical, or optical areas. Constructs, troubleshoots, calibrates,
adjusts, tests, and maintains equipment, components, devices, or systems.
Works from engineering drawings and written or verbal instructions.
Operates related equipment; conducts tests and reports data
in prescribed format. Performs calibration and alignment checks; makes
adjustments, modifications, and replacements as directed; prepares prescribed
compounds and solutions.
Exclude technicians working in Production or Quality
Assurance.
Requires an Associate's Degree in a relevant discipline
(Engineering Technology, Design, etc.), or the equivalent in education,
training and experience.
A minimum of 3 - 5 years of relevant technical experience,
at the Engineering Analyst/Technician level, during which time a detailed
working knowledge of technical issues in engineering/shipbuilding has been
attained is required.
Able to apply competent knowledge of mathematics, mechanics
and/or materials, and a working knowledge of the Navy's programs, standards,
materials, and testing procedures. The ability to communicate effectively with
technical and non-technical personnel is necessary.
Reviews all procedures and specifications to determine
parameters for quality analysis of the processes
Conducts Environmental Readings—manually records, analyses,
and documents
Comments
environmental conditions on 4749 Environmental Log Sheets.
Deploys, downloads, analyses, and documents environmental
conditions using data loggers (critical & non-critical jobs).
Performs ''in-process'' analysis, marks up defects, and
records all items not conforming to specifications and procedures for each
surface preparation and coating process job.
Assists foreman with evaluation of tank readiness for
X67/SOS ''call in'' for inspection.
Acts as department X33 technical representative during “G"
checkpoint inspections with X67/SOS.
Reviews critical coated areas OQE (Objective Quality
Evidence) such as 4749s and associated logs for errors or non-conformance to
spec prior to and after “G" checkpoints.
Assists X67 with data collection (DFTs, Chloride readings,
Profile readings, etc.) during inspections with SOS oversight. Acts in place of
X67 Inspector if X67 cannot support request.
Document Coordination and Control -Initiate Coating Records
utilizing X67 database. Track coating record activity. Disposition completed
records and retain/store copies of coating records.
Coordinate inspection call-ins with Production Foreman, X67
and SOSQA
Assist in conducting pre and post job inspection briefs
w/X67 and SOS. (Ultimate responsibility rests w/foreman, but may or may not be
present)
Manage issuance and control of inspection/monitoring
equipment.
Perform in process analysis of critical coating processes
and work to ensure compliance to procedures and specifications.
Analyze and evaluate environmental and coating readings
during the critical coatings process; make recommendations based on results of
analysis, to include corrective actions.
Interface with Division, Sector and Customer quality
personnel to resolve quality deficiencies and identify corrective actions.
Supports General Foreman and Foreman through Analysis of
quality data to identify deficiency trends and recommend preventive actions.
Supports General Foreman and Foreman as Coach and Mentor for both foreman
and hourly employees to enhance their knowledge and understanding of the
technical aspects of surface preparation and coating process.

Program Quality Database
High School Diploma or G.E.D.
5 years verifiable experience in Industrial or Marine
Surface Preparation and Coatings work.
Current (up to date) NBPI, N.A.C.E. CIP Level 1, SSPC PCI
level 1, Frosio Level 1 etc. Higher levels or full certifications are desirable,
as are other certifications from N.A.C.E., SSPC, Frosio, et.al.
Performs analyses and tests of raw materials, packaging
materials, and/or finished products from manufacturing, to ensure quality
standards and compliance to customer and regulatory requirements, and tolerance
specifications for the chemical or physical property.
Performs a variety of qualitative tests or qualitative
assays on samples, and to aid in maintenance and certification of test
instruments and apparatus to ensure compliance. Prepares and monitors quality
statistics and reports.
Reviews production records for conformance to procedures.
Conducts non-conformance tests of manufactured, packaged or
tested product.
