Position Summary:


Directs and participates in the design, development, implementation and enhancement of computer systems. Establishes project schedules with user management and ensures adherence to deadlines. Works with project managers to develop and execute project work plans. Provides technical guidance to staff and coordinates end user training. Works with Vice President to establish department policies and procedures. Works under general direction.


Responsibilities:

Develops and executes/manages project work plans and budgets and arranges for necessary project resources.

Assigns work, monitors progress and resolves problems.

Directs the design and implementation of new systems and modifications to existing systems.

Analyzes project requirements, establishes priorities, assigns work and determines the most appropriate method of meeting user objectives.

Meets with end user management to finalize project requirements and establish project schedules.

Directs the preparation of all systems and programming deliverables, and ensures that deadlines are met.

Directs the preparation of feasibility studies for proposed new applications or modification to existing ones.

Prepares cost, time, computer resource and staffing estimates and assesses impact on other projects. Prepares reports outlining analysis, recommendations and alternatives.

Ensures effective communication between staff and end users to ensure mutual understanding and agreement on project requirements. Contacts user management to resolve problems as required.

Provides necessary technical advice/guidance to staff and coordinates end user training activities as required.

Provides periodic formal and informal reports to Vice President on project status, problems, etc. Makes formal presentations as required.

Ensures compliance with all CareCentrix standards and procedures, and makes recommendations for improvements as appropriate.

Meets with outside vendors to obtain information on their products and evaluates hardware/software packages, and consulting/training series for use by the company. Negotiates contracts and procures products/services as appropriate.

Participates in the financial management of the department by preparing budgets and forecasts, managing budgets, approving expenditures, submitting expenditures for other required approvals, etc.

Defines departmental policies and procedures in conjunction with the Vice President.

Keeps abreast of new technological developments and provides technical guidance/advice to department staff.

Adheres to and participates in Company's mandatory HIPAA privacy program / practices and Business Ethics and Compliance programs / practices. Follows Utilization Management and URAC standards.

Reviews and adheres to all Company policies and procedures and the Employee Handbook.

Participates in special projects and performs other duties as assigned.
