Whose Responsibility is Safety Anyway?

From JPCL, April 2014

More items for Health & Safety

This Applicator Training Bulletin is an updated version of the article, “Whose Responsibility is Safety Anyway?” which was authored by Brendan Fitzsimons of Pyeroy Ltd. (Gateshead, UK) and offered some ideas about safety in the European Union. The article was originally published in the October 2000 issue of Protective Coatings Europe and was updated this month by Alison B. Comment from WAN MOHAMAD NOR WAN ABDUL RAHMAN, (6/25/2014, 11:58 AM)

Its like to put on debate which comes first, egg or chicken? I agree with the last paragraph, safety belongs to everyone.

Comment from Car F., (6/26/2014, 3:22 PM)

“the responsibility belongs to everyone.” Yes indeed, but not in the same degree. The captain of a ship cannot blame the janitor when the ship sinks. The employer OWNS, DIRECT and CONTROLS the work place. The employer determines who gets the training, the personal protective equipment, the supervision, the discipline and dismissal, when justified. The worker role is to follow the direction of the employer and work safely. In the employer-employee there is a power relationship, the worker doesn’t determine anything related to the business, he/she merely sells his/her time and hopefully – when proper training and supervision are done by the employer and followed by the employee- will come alive at the end of the day.

Comment from M. Halliwell, (6/27/2014, 1:28 PM)

Perhaps I am lucky with the regulations where I live, but employees here have one more responsibility: to refuse to do unsafe work. If the employer fails to make it safe for the employee to do the work, the worker (here) not only has the right not to do it, but the legal responsibility to refuse. In the case here (and to use Car's analogy) if the Captain tells the janitor to give the helm a spin as they navigate through icebergs, the janitor has the responsibility to refuse. :)
